Arguments: external-format
This function returns the number of 0 octets that must trail a string. The value is 1 for all formats except :fat and :unicode where the value is 2.
In releases prior to 6.1, the no-longer-defined function ef-size was used for both the number of terminating nulls (returned now by this function) and the width of a character (returned by ef-width).
